Could be a worn or stiff steering knuckle, it's the part that joins the bottom of the steering column to the rack.

Oh yea, also remove the bolt securing the handbrake cable to the arm or it won't pull down enough.

Back in my days on the spanners I done so many of these for MOT's that I eventually found that they can be done in no more than 15 mins per side. I would also have to say PG, strong and two and a half sugars! Must say though being a huge tea fan I'm very intrigued by the reports on the Lyons tea! Have to get me some of that, one more thing an optional rich tea or hob nob is always good.
