wheel width...

I'm looking at buying some new wheels in 15", the issue I have is what width to go for.
I believed, after looking at tyre size calculators that I was going to go for a 6.5" rim in order to have no issues with arch clearance. The car is a daily/toy and is on coilovers so whilst it won't be too low the roads are not good enough for me to not have worries with the arches and wheels catching. The car will have camber arms but I'm not into all that stanced crap and will be getting the car set up for fast road.
Am I better off going for a 7" rim or the 6.5" for clearance? The tyre I was going to use is 195/50/15 which will be the perfect size for a 6.5" rim but the smallest recommended for a 7" rim. Also what offset would be best for both width rims?
