Cluster Issue

So, I have a b16a from an EG6 in my Civic. I just wired an EF9 cluster into it. Now, the thing is that the rev counter is playing around. Vtec kicks in at around 4800rpm and the limiter hits at either 7000 or 7500 rpm. Before I put in the EF9 cluster, I tried it with an EG6 cluster and everything worked well. Do you think its the cluster that is not working well or is it something with the car? I still have the CEL on which I will sort out soon but otherwise everything works well and even in vtec, it pulls well.

What do you guys think?

If it's just cluster swap that causes the difference then it's possibly missing a ground.
Not having a correct ground reference will screw up the guages.
